Казахстан разрабатывает новую космическую программу стоимостью $6 млрд

Затраты Казахстана в рамках реализации второй собственной космической программы, которая сейчас разрабатывается и будет рассчитана на период до 2020 года, составят не менее $6 млрд, сообщил "Интерфаксу-Казахстан" советник председателя национального космического агентства (Казкосмос), генеральный директор СП "Байтерек" Иван Ахматов.
"Общий объем финансовых затрат на реализацию программы может составить от $6 млрд. При этом из госбюджета планируется затратить 70% от этой суммы, остальное привлечь в качестве инвестиций", - сказал он, выступая в четверг на первой международной конференции "Развитие космической деятельности в Республике Казахстан до 2020 года". При этом он отметил, что "финансовые средства, необходимые для реализации (нынешней. - "ИФ-К") космической программы, в 2009-2011 годы составят порядка 1 миллиарда долларов", а с 2012-го по 2020 год ежегодно потребуется порядка $350 млн.
Между тем глава Казкосмоса Талгат Мусабаев, выступая на конференции, отметил, что рабочая межведомственная группа, созданная по поручению главы государства Нурсултана Назарбаева, уже разработала проект государственной программы развития космической отрасли до 2020 года. "Ее целью определено создание в Казахстане полноценной космической отрасли", - подчеркнул Т.Мусабаев.
По его словам, в проекте программы определенны задачи, которые предстоит решить республике за этот период, главной из которых он назвал подготовку и повышение квалификации кадров.
"Подготовка кадров на перспективу планируется в первую очередь в Российской Федерации, Украине и странах дальнего зарубежья, а также путем создания специализированных кафедр в вузах республики", - отметил глава Казкосмоса.
Он не исключил, что в Казахстане будет создан специальный университет по подготовке специалистов для космической сферы. Пока же, сказал он, "стоит задача открыть аэрокосмический факультет на базе одного из технических вузов".
В рамках данной госпрограммы также планируется создание целевых космических систем связи, систем передачи данных, дистанционного зондирования Земли, создание и развитие объектов космической инфраструктуры, включающей комплекс "Байконур", средства производства, управления космическими аппаратами.
Кроме этого, рассказал он, предусмотрено "развитие научной и опытно-экспериментальной базы космической деятельности", а также реализация проектов с помощью космических систем в области социально- экономического развития, укрепления национальной безопасности и обороны республики.
В рамках международного сотрудничества предполагается реализация совместных проектов с ведущими космическими агентствами мира, добавил Т.Мусабаев.
"Работа над государственной программой развития космической деятельности до 2020 года должна быть закончена к октябрю, и все советы и предложения были бы для нас полезны", - подчеркнул глава Казкосмоса, обращаясь к зарубежным коллегам.
В работе данной конференции принимают участие представители космических ведомств России, Украины, Франции, Японии, Италии, Бразилии, Сингапура и других стран. Конференция продлится два дня. Во второй день ее работы руководство Казкосмоса проведет переговоры с зарубежными делегациями по сотрудничеству в космической сфере.

Маяк работает CW на частоте 435.795МГц

Domenico, I8CVS, provided the following observation of FO-29's analog transponder:

Following suggestions of my friend Mak, SV1BSX, I tried FO-29 the night of 27 July during the South bound orbit 58978. AOS for me in JN70ES was at 00:06 UTC and FO-29 was in sun light.

I was alone into the passband and my return signal was very strong above my noise floor with appoximately only 10 watt on a 13 dBi crossed yagi RHCP/LHCP (about 200 watt EIRP)

The SSB return was very clean and without FMing with the usual need to switch RHCP to LHCP time to time to get the best signal strength

At 00:15 UTC FO-29 started to experience the eclipse as per InstanTrack but no sign of reduction of my return signal or FMing was noted.

From 00:15 to 00:21 until my LOS the satellite was over Africa and well in full eclipse for about 6 minutes but my own return signal was still clear and strong without any sign of FMing. It seems that the battery is working and as far I know the satellite performance seems to be nominal.

The CW beacon was ON all the time.

The transponder is very sensitive so please refrain from using high power
because 200 watt EIRP is more than enough.

I thank very much Mak, SV1BSX, for sending to me the results of his experience the previous day which confirm the results that I got. Both confirm that FO-29 seems to be alive and well.

We don't know what JARL did to resurrect this beautiful satellite but while she will last we have another real CW and SSB satellite to work.

Delfi-C3 / DO-64 Status Update

Wouter Jan Ubbels, PE4WJ, provided the following status update of the Delfi-C3/DO-64 satellite on behalf of the Delfi-C3 team.

1. We have concluded the first three months of science mission with great success. A big word of thanks to all amateur radio operators around the world for collecting and forwarding telemetry, sending reception reports and observations, and thanks for all the tremendous support we have received. As of today, we have collected 396564 AX.25 frames through the worldwide network... a truly amazing number. Thank you all so much.

2. Delfi-C3 has been switched to permanent transponder mode during the 10:00 UTC pass on July 29th over the Delfi-C3 ground station in The Netherlands. This means that the spacecraft now boots in transponder mode as soon as the spacecraft exits eclipse. This was verified by a successful OBC database dump shortly after that.

3. We plan to switch the satellite back into either basic or science mode, approx. once every 2 weeks for short times during passes over our ground station for housekeeping purposes. During these passes either the 145.870 MHz or 145.930 MHz downlink will be on transmitting 1200 baud BPSK, and the transponder will then be off. We would like to encourage everyone to forward telemetry using RASCAL in the usual way during these passes. Longer periods of BPSK telemetry will be announced on the AMSAT-BB.

4. Reports have indicated a slight frequency offset of the transponder, i.e. an uplink of 435.556MHz corresponds to 145.900MHz in the downlink passband. This was actually known before launch, and is caused by a slight frequency offset in one of the spacecraft's local oscillators. The video on YouTube is a video from the first transponder contact using our "flatsat" transponder prototype in early 2007, which is not the same as the flight model. However, the flatsat prototype also showed a slight frequency offset, as G0MRF pointed out.

5. The transponder mode beacon is at 145.870MHz, approximately 10dB below PEP, transmitting a CW beacon message, followed by a commemorative Sputnik message consisting of 6 dits. Actually, the CW beacon is transmitted using Double Sideband, there are two CW carriers 1200Hz apart. (Guess where that number comes from hi:)

6. Reports on the transponder's operation are more than welcome, either on the AMSAT-BB (which is read by us on a daily basis) or directly to info at delfic3.nl

На 17 августа 2009 года намечен запуск первого китайского радиолюбительского спутника XW-1 (или CAS-1 - China Amateur Satellite). Судя по орбите, это будет довольно низколетящий объект - 500 км, однако имеющий на борту три трпнспондера. Не факт, что все три транспондера будут работать одновременно, но сам запуск спутника знаменательное событие для Китая.

25 YEARS OF AMATEUR RADIO OPERATIONS FROM SPACE

Twenty-five years ago this week, Owen Garriott, W5LFL, made history by being the first amateur radio operator to talk to hams from space. Owen's historic flight on the STS-9 Space Shuttle Columbia mission was launched on November 28 and landed on December 8, 1983. Owen's ham radio adventure on STS-9 ushered in a host of outstanding outreach activities that continue today with the ARISS program.

Many will recall that first set of contacts and downlinks with Owen. Those first contacts allowed each of us to share the excitement of space exploration through Owen's first-hand eyewitness accounts. Owen's ham radio legacy enabled space travelers that have flown on the Space Shuttle, the Space Station Mir and now the International Space Station to share their journey of exploration. And Owen's son Richard, W5KWQ just a month ago carried the torch further to become the first 2nd generation amateur radio operator to talk to hams from space. What other hobby, except amateur radio, could or would open the communications lines of space travelers beyond that of the space agencies or international heads of state ?

To celebrate our 25 years of amateur radio operations from space, the ARISS team has planned a set of special event opportunities during the month of December and part of January. A special certificate is being developed for those who communicate with the ISS, either 2-way direct (with the ISS crew, the digipeater, or cross band repeater), or 1-way reception of SSTV or voice downlink. Several events will be described here with several "surprises" planned over the month-long celebration. The surprises will be announced once we are prepositioned to accomplish them.

Specifically, the following is being planned in the near-term:

---December 1-5--in addition to school contacts and APRS digi operations, we plan to configure the radio system for cross band repeater operations. This will utilize the standard U/V operations in low power mode.
---December 7-12 we will run a test of 9600 baud packet operations on the simplex frequency 145.825 MHz.
---Given that PCSAT should be in full sun starting December 9, December 14-19 we will switch to 1200 baud packet on 145.825 to support double hop opportunities.
---And at times, especially during the weekends, you might see some SSTV operations if the crew is available.

We will provide more updates in the near future. We would like to remind everyone that ISS flight requirements related to EVA and vehicle activity may require the radio to be off for some portion of this schedule. And school contacts and general QSO opportunities by the crew will also preempt this schedule for short periods of time. (But remember that if you hear these, you still qualify for a commemorative certificate).

In the meantime, enjoy the ARISS ops on ISS! And congratulations to Owen Garriott, W5LFL, on the 25th anniversary of his historic flight!!
